ATEA Accreditation Evaluation Criteria

The ATEA Accreditation Assessment Criteria is a guide to help member agencies comply with ATEA values and standards. Some of these assessments relate specifically to institutions or programs without campuses. It also includes continuing education, online education and distance education programs.

I. Institutions and their Philosophy
1. Government Registration of the Institution
It is recommended that all institutions be legally organized as non-profit educational institutions of the national government, if possible, depending on the circumstances of each country and region.

2. ATEA Members
1) Organizations that apply for accreditation for the first time become candidates for ATEA upon receipt of the application.
2) ATEA associate members generally meet ATEA's accreditation criteria, but can be graded as a member if the incomplete matters pointed out by the accreditation committee are corrected.
3) ATEA member is an organization that complies with the requirements and standards of ATEA, and means that it has established an academic business alliance with ATEA or becomes a member of an ATEA accredited body.

3. Organizational Goals
Each institution should have a clearly defined and stated objective for the overall program, each specific program and each course of study. In addition, graduates are required to complete credits related to church planting ministry. The accreditation committee members will evaluate the entire program according to the agency's goals. The following are the basic goals of the school to be approved.
1) To develop Christian life and experience.
2) To promote comprehensive knowledge of the Bible and understanding of Christian theology.
3) Prepare to begin church ministry upon graduation by equipping students to expand the scope of ministry with appropriate knowledge of the ministry of the church, culture, socio-economic and political issues in their country and community.
4) To have a vibrant vision for evangelism, mission, and social service.
5) Equip students spiritually, mentally, physically, emotionally, morally and socially to cooperate with local churches.

4. Stability
The agency must have a record of satisfactory maturity, experience, administrative continuity and effective operation before applying for accreditation. The following are the basic criteria for institutional stability.
1) Faithful adherence to the philosophy and goals proposed by the institution
2) 3~5 years of continuous operation as a school institution before accreditation
3) Evidence of producing graduates that meet the institutional goals through the presented educational program
4) Continual leadership of the administrative department
5) Low rate of employee turnover
6) Low change rate of student enrollment every year
7) Increasing number of enrolled students to meet the needs of the church
8) Stability of financial management through balanced income and expenditure
9) Substantial dedication and continual support of members of the institution (from denomination, local church, and individuals)
10) The institution's progressive leadership development and capacity to accommodate growth
11) Systematic efforts to continuously update and improve the program
12) Breaking away from individual or sectarian interests in the operation of the institution

II. Administrative Management
1. Administration
1) Each agency must have a solid organization and administration with a clearly defined description of the responsibilities of its employees to achieve its own goals.
2) There must be a board of directors or a committee that is ultimately responsible for the stability of the institution and for making human and financial decisions.
3) The board of directors appoints the principal and encourages the development of national leadership.
4) Members of an institution must meet regularly for fellowship and make decisions related to the realization of the institution's goals.
5) Student council or student representative must be formed. And they can participate in the achievement of the agency's goals.
6) Document records must be effectively maintained and administrative reports must be made (director minutes, financial reports, student achievement records, etc.).

2. Operation Board
1) Each agency must have at least 7 responsible executive board members acting for the agency.
2) It is recommended that the operating board be composed of experts from various fields. It is intended to be able to understand theological education at a holistic level.
3) It must be located within the institution or in the home country.
4) At least 50% of the directors must be local. You have to make an effort to increase that ratio.

3. Business and Finance
1) Each agency must have a reasonable process for the preparation, adoption and adjustment of annual finances prepared for accreditation by the board of directors.
2) The accounting audit must be conducted annually by a certified public accountant.
3) Each institution should increase local support rather than rely too much on foreign countries.
4) Those who work for the agency should ensure that they do their best service for the agency with adequate wages and guarantees.

4. Buildings and Equipment
1) Campus institutions (Institutions operated mainly on campus)
Careful evaluation will be made on the following points - the adequacy of the building and equipment and its maintenance, classrooms, dormitories, staff residences, libraries, administrative facilities, worship rooms, infirmary, recreational facilities, electricity, gas and water, and the facilities such as hygiene, education, morality, student halls and playgrounds, etc.
(1) The building must have at least one large auditorium, or a separate chapel, in which all students and staff can gather.
(2) The classroom must be large enough to accommodate the maximum number of students per subject. Lighting and ventilation, as well as the size of the classroom, should be considered.
(3) The library should have adequate space for study and research. If the library is separate from the main campus, it is desirable to locate it close to the school building.
2) Non-campus institutions (Institutions that operate without campus)
(1) The institution must have adequate facilities for administration (eg, academic record keeping, spaces and facilities for faculty and student support).
(2) The institution must have adequate facilities and guidelines for effective teaching and learning in the operation of the program.
(3) Institutions that do not own their own library may consider other institutional libraries available to students.
3) Online education at campus and non-campus institutions
(1) Both institutions deploy online curriculum using computers or smart-phones according to school conditions.
(2) Depending on the circumstances and conditions of the school, students, and subjects, the online and offline ratios should be determined to conduct classes.
(3) Using recorded materials, online or offline classes can be held.

5. Church and Public Relations
1) Sound public relations are important for the successful operation and development of educational institutions. Institutions should provide churches with information on the organization's operating process, encourage student recruitment, and ensure stable financial support.
2) Building good public relationships includes strong relationships with local churches, effective and ongoing ministry guidance to graduates and, if possible, cooperation with other theological institutions in the same area.
3) Regardless of the size of the institution, the public relationship of the institution is an administrative responsibility.
4) Appropriate information should be provided through brochures, catalogs, news letters or online.

III. Educator
ATEA organizations include the different types of people needed to run the program - faculty, secretaries, online resource providers, group leaders, educational providers, and instructors. Here all these people are used by the term, educator.

1. All institutions
1) The requirements of all educators related to the program at each level must be clearly stated.
2) All educators must have a good relationship with the local church and show vibrant spirituality.
3) All educators should be able to show their students spiritual maturity and intellectual inquiry as appropriate models.

2. Campus-based Programs and Institutions:
Faculty
<Recruitment of Professors>
Faculty members must have a variety of educational experience completing a degree in theology and general education. Faculty teaching at a theological institution offering a full-time program must have a degree from the full-time program. Faculty applicants are required to submit their academic performance data.
In addition, the material should include discipleship and mentoring processes, participation in group learning, and character and ministry experience. Faculty applicants who do not have a degree from a regular institution may be accepted if their personal character forming experience is submitted with academic achievements and credible materials.
1) Faculty members must have a degree that is correlated with the program required by the institution applying.
2) Faculty members must have a higher degree than the degree awarded by the institution.
3) Faculty members must have ministry experience.
4) Faculty members must demonstrate the ability to teach and write.
5) Faculty members must have adequate knowledge of the Bible and theology.
6) Faculty's work evaluation must be conducted regularly at the institution.
7) Faculty members continue to strive for their academic development, and institutions should provide opportunities for such training and development.

3. Programs and institutions without Campus
<Course Developer and Recorder>
1) Team course development is encouraged. A good team will include specialists in adult education and educational design, special subject areas, and cultural contexts for unique media used in course delivery. For online programs, appropriate information technology support should be included in the course development team.
2) Expert course development team members on a given subject must have an approved bachelor's degree for the completion course. In addition, a master's degree is required for diploma and bachelor's degree courses.
3) Course developers must receive the best practical training necessary for course development. And they should have access to references. These materials include adult education and educational design materials, and the media used to conduct the curriculum should also be appropriate.
4) Course development team members involved in educational design must be those who have completed the studies of the course they are designing.
5) Course developers must have access to sufficient resources and have personal experience appropriate to their course development area.
6) Course development progress should be well documented. It includes rigorous field verification and editing and proof reading.
7) These same criteria can be applied to other programs contextualized in other situations.
8) Care should be taken to ensure that all courses are verified by group leaders and contain contextualized content. It should include practical assessments and application of help and learning to enable discussion.
9) Online course development should include two types of student guidance.
(1) Simple yet well-tested student guidance is needed to help students progress through each stage of the course.
(2) In each program, there is a need for student guidance that can provide practical assistance in utilizing the technical tools and materials adopted in the program.

4. Group Leader/Teacher/Manager (including Online managers) and their Trainers
1) Group leaders must have the support and approval of local church leaders for their role.
2) Group leaders must have already completed the studies they are helping or be able to demonstrate similar levels of academic performance in learning and maturity.
3) Group leaders should be trained in the various aspects of their role, should use media appropriate to the course, and should facilitate group discussions in particular.
4) Group leaders should be trained to improve continually through self-assessment and should receive feedback from students, institutions, staff, and appropriate local church leaders.
5) Institutions should take special interest in continuous encouragement, support and further training for group leaders. Group leader support through evaluation and field visits by staff are encouraged.
6) Group leader trainers should have similar qualifications to the faculty mentioned above. Specifically, they should have a wealth of experience in group leadership.

5. Notes on Online and Distance Education Programs
Fully online and distance education programs aimed at students preparing for ministry should provide adequate support for students themselves and for ministry development.
1) The program management team for the student's own development should include a peer support staff or online guidance pastor.
2) For students' ministry development, the team should include a church or ministry liaison staff.
3) These liaison staff should have similar qualities as the usual group leader and online facilitator.


IV. Training Materials and Support
1. All Institutions
<Administrative support staff>
1) Administrative staff should be suitable to support the institution's educators and student council teams.
2) For an online program, staff must be suitable for the needs of IT team of the program, educators, and students.

2. Campus Institutions
<Library Director and Staff>
1) The librarian must receive appropriate training in information, technology, research of material and book.
2) Library directors and staff should encourage continuous training development.
3) Library directors and staff must have adequate knowledge of the Bible and theology.

3. Non-campus Institutions
<Educational materials for group leaders and students>
1) In house group education programs such as T.E.E, church-based forms of education, and online programs can be used effectively when there is a minimum of additional resources, especially at the level of approval. Institutions should carefully consider the resources available to group leaders and students to enrich their own education.
2) These materials include the local church library, the collection of the pastor of the local church, the library of accessible theological institutions, the public library, internet resources, public domain materials, materials available on the institution's website, CD, USB, SD, etc.
3) Institutions should help local education groups and online study groups access resources that are useful to them and how they can enrich their educational experiences.

V. Curriculum Materials and Teaching Methods
1. Educational materials must be suitable to support the curriculum.
2. Teaching methods should incorporate learning, ministry, and spiritual formation.
3 Interactions between students and faculty in a campus environment should occur on a regular basis in and outside the classroom.
4. For non-campus extension programs, the group leader and the educational group within the institution must meet at least once a week.
5. Fully online courses may use at least one asynchronous serve for online group discussions (students can attend online discussions at their appropriate times).
1) It is led by an online provider and must be held at least once a week in a concurrent course (a course where all students start and end together even if they are geographically separated).
2) It is necessary that the local church leader of the students or someone on his or her behalf meet with the student during the course.
3) Regular contact with the agency's designated church leader or ministry liaison.
5. The teaching method chosen should maximize the intensity of training.
6. There should be regular evaluation of the institution and preparation for reform.

VI. Credit Recognition and Credit Transfer
1. All institutions Credits earned at non-accredited institutions may be conditionally recognized by designating reinforcement hours based on the regulations of the receiving institution.
2. Class hours of campus institutions should be at least 720 minutes (60 minutes x 12 weeks, including 10 minutes break) for 1 credit per semester in the classroom. Practicum requires at least 2,160 minutes (180 minutes x 12 weeks, including 3 breaks of 10 minutes each) for 1 credit.
3. For non-campus institutions, the number of credit hours per subject is the sum of individual study hours and hours applied in ministry during the period of participation in a local education group or online discussion, responsible ministry, or successful course completion.

VII. Degree Programs (Academic and Ministry)
The following are ATEA's general guidelines for degrees. In the case of the A track (academic field), 70% of the theory lessons and 30% of the practice are required, and in the case of the B track (the ministry domain), 50% of the theory lessons and 50% of the practice are required.

<<A-Track (Academic Area)>>
1. Diploma Program
1. Accreditation process: theological accreditation, ministry accreditation, etc.
1) Purpose and character
The accreditation program is designed to provide graduates with a basic level of training in the Bible and ministry.
2) Admission qualification students must demonstrate at least 10 years of successful study completion or the same level of academic ability.
3) Professor requirements
<Faculty of campus institutions>
(1) Its’ qualification is bachelor's degree as minimum (preferably a master's degree, transferable credits must be at the degree level) Educational training and adult education are desirable.

(3) Faculty student ratio should be at most 1:12.

<Qualification of non-campus institution subjects or online program developers>
(1) Subject development teams at non-campus institutions must include subject experts with a bachelor's degree or higher.
(2) Subject development team members in the role of designing educational programs should receive special media training for effective delivery. They must have such qualifications and experience appropriate to education and adult education.
<Qualification of group leader in non-campus institutions and online programs>
(1) Group leaders must have completed the level of study they intend to develop. Or it must be able to present the same level of education or maturity.
(2) A study group can achieve its best goals when there are generally 10 or fewer students.
(3) Subject specialists require a minimum bachelor's degree to attend online discussions, preferably with a master's degree.
4) Graduation requirements
(1) Completion of at least 36 credits
(2) On-site training and completion of practical tasks
(3) Character, spiritual development, and ministry suitability are required and must meet standards.
5) Access to educational materials Campus Institution: Collection of 2,000 books corresponding to the curriculum (replaceable e-books) Non-campus institutions and online programs: Additional resources are required of students to support the curriculum.
6) Field of study:
Diploma degrees require basic subjects and subjects appropriate to the purpose and nature of the program.

2. Bachelor’ Degree equivalent Course (B. Th. Equi.)
1) Purpose and character
The degree conferment program is designed to provide graduates with the qualities and skills to be active in ministry.
2) Admission qualification 10 years of academic course completion and training experience in a specialty or ministry
3) Educator requirements
<Faculty of campus institutions>
(1) Qualification: Master's degree or bachelor's degree with at least 3 years of teaching experience. Educational training and adult education are desirable.
(2) Core faculty members are in charge of the subject.
(3) Faculty student ratio should be at most 1:12.
(4) Lecture burden: Should be less than 12 hours per week.
<Course developers and online programs at non-campus institutions>
(1) The course development team should include those with a bachelor's degree level or higher and those with a bachelor's degree in theology.
(2) Educational program subject development team members must receive special media training for effective subject delivery. With such qualifications, they should have experience appropriate to general education and adult education.
<Group Leaders and Online Programs at Non-Campus Organizations>
(1) Group leaders must have completed the level of study they intend to develop. Or they must demonstrate the same level of education or maturity.
(2) In general, the best performance can be achieved when the number of participants in the study group is 10 or less.
(3) Majors attending online discussions must have at least a bachelor's degree, but a master's degree is preferred.
4) Graduation requirements

3. Bachelor's Degree Programs(B. Th., B. Min., B. C. E., B. Miss. Etc.)
1) Purpose and character
Bachelor's degree programs are designed to equip graduates with the qualities and abilities to function as leaders or ministers.
2) Admission qualification
(1) Completion of study in 12 years or equivalent academic experience
(2) If they are elderly applicants (over 50 years old) and have not completed their studies, they can award a diploma or give a degree through qualification screening. However, the number of students in this category should be less than 10% of the total class.
3) Educator requirements
<Faculty members within campus institutions>
(1) Qualification: Minimum M. Div. Or hold M. A. and have more than 5 years of teaching experience. Educational training and adult education are desirable.
(2) Core faculty members are in charge of the main academic areas of the subject.
(3) Faculty student ratio should be at most 1:12.
(4) Lecture burden: 12 hours per week is preferable.
<Subject developers and online programs at non-campus institutions>
(1) The course development team should include those with a master's degree level or higher and those with a master's degree in theology.
(2) Educational program subject development team members must receive special media training for effective subject delivery. Such qualifications and experience appropriate to general education and adult education must be obtained.
<Group leaders and online programs at non-campus institutions>
(1) Group leaders must have completed the level of study they intend to develop. or They must demonstrate the same level of education or maturity.
(2) The size of the study group is generally 10 or less to achieve the best performance.

1) Purpose and character
Graduate Diploma courses are designed to equip graduates with the qualities and competences to undertake special ministries in their respective fields.
2) Admission qualification
(1) Hold a bachelor's degree
(2) Older applicants (50 years of age or older) may be accepted if they pass the qualification screening if they fail to complete the same study. The number of students in this category should not be more than 10% of the class.
3) Faculty requirements
(1) Qualification: Minimum Th. M and higher or equal in their teaching area.
(2) M..Div. or D. Min. If they have a degree but must demonstrate teaching skills and have 5-10 years of teaching experience
(3) Online facilitators with specialized advisors for online programs at this level can also attend. However, they must complete their studies at or above the level they want to progress. Or they must show that level of education and maturity.
(4) Core faculty members are in charge of the main academic areas of the subject.
(5) Faculty student ratio should be at most 1:12.
(6) Lecture burden: 12 hours per week is preferable.
4) Graduation requirements
(1) Completion of 30 credits
(2) Ministry responsible for meeting specified requirements
(3) Evaluation of character and spiritual development that will satisfy specified requirements or standards.
5) Library and educational materials
(1) Collection of 3,000 books corresponding to the subject (replaceable e-books)
(2) Major publications in the research field included in the course
(3) Online materials can be used
6) Major fields:
Diploma degrees require basic subjects and subjects appropriate to the purpose and nature of the program.

5.  M. A. Courses and Equivalent Courses: Master of Ministry in Theology and Missiology, Master of Bible Studies, Master of Christian Education, etc.
1) Purpose and character
The M. A. course is designed for graduates to take on specialized ministries.
2) Admission qualification
(1) B. A. degree holder
(2) Older applicants (50 years of age or older) who are not able to complete such studies may be accepted through qualification screening. The number of students in this category should not be more than 10% of the class.
3) Faculty requirements
(1) Those who have a doctorate degree in their major (Ph. D., Th. D., Ed. D., etc.). Ideally, they should have experience in general education and adult education and training.
(2) Online facilitators with specialized advisors for online programs at this level can also attend. However, they must complete their studies at or above the level they want to progress. Or they must show that level of education and maturity.
(3) Core faculty members are in charge of the main academic areas of the subject.
(4) Faculty student ratio should be at most 1:12.
(5) Lecture burden: 12 hours per week is preferable.
4) Graduation requirements
(1) Students with a bachelor's degree in theology take 30 credits

It includes the ability to recognize critical theology and moral discourse, the ability to make persuasive arguments, the ability to check thoughts for biblical loyalty, the ability to apply context, and the ability to communicate one's thoughts effectively in words or writing. (1) Bachelor's degree holder
(2) Older applicants (over 50 years old) who do not have a bachelor's degree must pass the qualification screening to be admitted. The number of these students should not be more than 10% of the class.

7. Th. M course (STM, M. Th., Th. M.)
1) Purpose and character Th. M. Courses are designed to equip graduates with the qualifications to function as seminary instructors, important leaders or ministers. As a graduate level course, it requires students to develop methods of inquiry to analyze and evaluate problems. The techniques of analysis and evaluation will be shown through the completion of the thesis.
2) Admission qualification
(1) M. Div. with an average of B credits or higher from an accredited university. Or equivalent degree
(2) Appropriate level of language appropriate for the field of study.
(3) Experience of ministry in the local church or ministry related to the church
3) Faculty requirements
(1) Ph. D., Th. D., Ed. D. holder, they should ideally have experience in general education and adult education and training.

8. Professional doctoral degree programs (D. Min., D. Miss., D. Ed., etc.)
1) Purpose and character
The professional doctoral degree program is designed to prepare graduates to enrich their ministry in the field of ministry and to function as trainees of Christian ministry by leaders of denominations and other organizations. Each course also includes advanced academic research. Full-time students should be able to complete this course within three years. This course includes seminars, comprehensive exams and thesis.
2) Admission qualification
M. Div. or equivalent degree holder, 5 years of ministry experience
3) Faculty requirements
(1) Doctoral degree holders with pastoral and practical experience in the field of study and several years of teaching experience.
(2) One full-time professor in each field
(3) Lecture burden: An average of 12 hours per week is desirable.
4) Graduation requirements
(1) A dissertation or plan of 50,000 words for 45 credits
(2) Personality and spiritual development that meets specified needs and standards. Ideally, training in education and adult education.
5) Library and educational materials
(1) Collection of 5,000 books corresponding to the subject

Th. M. Courses are designed to qualify ministers to function as seminary instructors, leaders, or minister training ministers. As a graduate-level course, it requires students to develop exploratory methods to analyze and evaluate problems and should be able to share their ministry experiences academically. Usually the description of analysis and evaluation will be shown through the completion of the paper.
2) Admission qualification
(1) M. Div. with an average of B credits or higher from an accredited university. Or B. Th. with equivalent degree or more than 10 years of ministry experience. Degree or equivalent diploma holder
(2) Appropriate level of language appropriate for the field of study.
(3) Experience of ministry in the local church or ministry related to the church
3) Faculty requirements
(1) Ph. D., Th. D., or Ed. D. holder, they should ideally have experience in general education and adult education and training.

<Special Course in Biblical Studies for Ministers>
1. This is a course that gives ministers a degree in Biblical Studies by allowing them to study each volume of the Bible.
2. They must study each volume of the Bible and be prepared to teach it.
3. Students who study 20 out of 66 books and submit the corresponding research thesis will be awarded a Bachelor of Science in Biblical Studies.
4. Students who study 40 out of 66 books and submit the corresponding research thesis will be awarded a Master of Biblical Studies.
5. After studying all 66 books and submitting the corresponding research thesis, a Doctor of Biblical Studies will be awarded.
